This is almost certainly a file permission issue.
Joomla is attempting to write to the configuration.php file however, it was not given permission to do so hence your error: "An Error has occurred! U
nable to open configuration.php file to write!".
The recommended values for Joomla is , 755 and 0644 for folders and files respectively with PHPsuExec, php_suexec or suPHP installed. For more information on Joomla’s system requirement please see the official link below:

This is not to say that Joomla will not work if you are using a different file permission however, you may have to play around with your servers file permissions to get it t owork.
